The following regulatory provisions are named in chronological order, with a brief reference to its contents:

Royal Decree 1632/2011, of 14 November, regulating feeding of certain species of wild fauna with animal by-products not fit for human consumption


This decree, published in the Official State Gazette (BOE) of 25/11/2011, aims to set out basic regulations related to circumstances and conditions under which the use of animal by-products not fit for human consumption for feeding certain species of wild fauna will be permitted. The aim of this royal decree is to advance by providing sufficient natural food to species of endangered necrophagous fauna, such as the bearded vulture, the black vulture, the Egyptian vulture or the brown bear, contributing to improving their state of conservation.

Royal Decree 1701/2011, of 18 November, amending Royal Decree 1515/2009, of 2 October, setting out an animal tagging and registration system for horses


This decree, published in the Official State Gazette (BOE) of 9/12/2011, amends the content of Royal Decree 1515/2009, of 2 October, in order to harmonise control and registration of horses with those in place for other species, allowing the regulation to be applied more effectively.

Royal Decree 1628/2011, of 14 November, regulating the Spanish list and catalogue of invasive exotic species


The aim of this royal decree, published on 12/12/2011, is to regulate the Spanish Catalogue of Invasive Exotic Species and the List of Potentially Invasive Exotic Species in order to manage, control and eradicate invasive species. However, it is necessary to be aware of the measures required to prevent the introduction of these and thereby avoid this type of policy.

Commission delegated regulation (EU) no. 1153/2011, of 30 August 2011, amending annex Ib to Regulation (EC) no. 998/2003 of the European Parliament and of the Council as regards the technical requirements for the anti-rabies vaccination


This regulation, published in the OJEU on 15/11/2011, amends certain animal health technical requirements for anti-rabies vaccination applicable to non-commercial movement between Member States of dogs, cats and ferrets.

Commission Executive Decision (2011/874/EU), of 15 December 2011, laying down the list of third countries and territories authorised for imports of dogs, cats and ferrets and for non-commercial movements of more than five dogs, cats and ferrets into the Union and the model certificates for imports and non-commercial movements of those animals into the Union (OJEU of 23/12/2011)


This decision, published in the OJEU of 23/12/2011, lays down the list of third countries and territories authorised for imports of dogs, cats and ferrets into the Union and for non-commercial movements of more than five dogs, cats and ferrets into the Union.

Commission Executive Decision, of 21 December 2011, (2011/881/EU) concerning the adoption of a financing decision to support voluntary surveillance studies on honeybee colony losses


The growing loss of bees worldwide is already a global problem as it is endangering pollination of crops. According to experts, in the case of certain fruit, seed production falls by more than 90% if these efficient pollinators disappear. This decision, published in the OJEU of 23/12/2011, sets out the European Union's contribution to carrying out surveillance studies on honeybee colony losses at €3,750,000.

Decree-law 2/2011, of 15 November, amending the revised text of the animal protection law approved by Legislative Decree 2/2008, of 15 April, and laying down a provisional scheme on live capture and possession of finches for captive breeding, aimed at the traditional activity of singing during 2011


This Law Decree, published in the Official State Gazette (BOE) of 26/12/2011, eliminates any possibility of capturing birds using the trapping system but also opens up the possibility of capturing live finches that up until now, were protected by Catalan legislation, which is a step back in this respect.

Law 9/2011, of 29 December, fostering economic activity


This law, published on 30/12/2011, specifies the cases of authorization to capture feral pets, livestock species or species of protected animals or legally classified as endangered. Once again, this type of action could be prevented by restricting compulsive purchases of pups and indiscriminate breeding of dogs, and by carrying out institutional campaigns to promote adoption and the importance of tagging and sterilisation.
